Under 12.1 Homelessness there is a proposal for dealing with empty property whilst allowing individual ownership of more than one dwelling. in certain parts of the country holiday/second homes outnumber primary dwellings. council tax breaks and other breaks encourage this. Whilst accepting there needs to be holiday accommodation for tourism etc. buying primary dwellings and turning them into holiday lets should not attract tax favouritism. Councils in tourist areas face huge cuts to their tax intake. in fact holiday homes should be taxed higher than primary dwellings. perhaps planning permission should be required to change primary dwellings into holiday homes so that councils can control the amount of property allowed to be taken out of circulation as primary dwellings and used as holiday accommodation, to ease the housing crisis and huge waiting lists for social housing.
