I believe that most people are entirely divorced from democracy and decision making at the local level. If that could be changed, all sorts of social ills could be alleviated - depression, vandalism, nihilism in general.
I propose a system where a part - only a small part to begin with - of funds disbursed by local / regional councils would be allocated according to the results of a local football league. A strictly amateur league would be set up at ward level. The results of games, via position in the league table, would determine the amount of funds the elected representative of that ward could bring to the table in any proposal.
So if the team of a ward did well, their council member would be in control of an extra pot of funds they could put behind a council project they particularly favoured. If their team had done badly, they would have no such bargaining chip. This would involve local youth in the Democratic Process in a concrete way that would promote healthy exercise and an active lifestyle. And it would not cost anything - just a small part of the existing budget would be put aside for say, the top five wards in the league.
