I have voted against the charter. It has some good suggestions but overlaps policy proposals. I feel the author should start threads on individual issues. The reason petitions do not work is the current govt attitude to them. Under a proper peoples democracy I would advocate petitions as set up on here as the primary driving force for reform and new policy suggestions and implementation, similar to the Swiss system. I am starting a thread for a referendum on keeping the monarchy. I am opposed. Trying to use the monarchy to kick start the charter above is hopelessly naive. Scrapping complete parliaments is a non starter. Right of recall is better. The FPTP electoral system will have to change. It perpetuates the status quo. Clegg was an utter fool trying to bring in AV.
